Last Tactical Mile

National Platform for Setting Periodic Automatic Replenishment Levels Across All 47 Regions

Intent

To conclude CRSI 58, Disaster Operations and Community Operations will work with divisions and regions to validate baseline capabilities and identify regional variability factors that will inform future PAR (Periodic Automatic Replenishment) levels — and support decisions for the fleet, trailers, facilities, and the overall logistics strategy.

Analysis Maps

Two themed 3D maps that ask questions of the baseline rather than reporting it
Targets vs Demand
Where the targets sit against demand — provisioned shelter capacity beside 20 years of federal declarations and 1.4M Red Cross responses, with the regions that look high or low named. Analysis, not the worksheet.
Excess Inventory
Where the excess sits, material by material — the twelve items carrying 93% of all units above requirement, each as its own pre-built view.

Coverage above 1.0× means the field already holds more than the baseline requires. Both sides of every ratio cover the same regions — only regions that report an item contribute to its requirement and its count — and the requirement combines every use of the same material. Counts are self-reported, cover cleanly-named standard items only, and non-standard counterparts sit on top of these figures.

Inventory equals storage. Converting just blankets, comfort kits, and standard cots to pallet positions (240 / 720 / 50 per pallet, 13.3 square feet each): the field uses about 92,689 sq ft today against 38,200 sq ft needed at target — roughly 55,237 square feet of releasable storage from three items alone. At the portfolio's median warehouse occupancy cost ($7.76–$11.22 per square foot per year, from the real estate portfolio report), that net pallet area is worth about $429K–$620K a year — and real warehouses need roughly twice the net area once aisles and circulation are counted. Open the Storage Factor Workbench to price all 63 materials — pallet factors adjustable by Jim.

How the Platform Works

Designed So Nobody's Work Can Be Overwritten
Regions Submit
The Input Form is write-once. A correction is a new submission that supersedes the old one — nothing is ever edited in place.
NHQ Authors
Regional Profiles and rollups are authored in a version-controlled repository. History, review, and rollback are automatic.
Everyone Reads
Dashboards and maps are static, read-only pages. An audience cannot corrupt what it can only read.
