Program Standards & Capability Sets

The Six Material Capability Sets Behind the Baseline Worksheet — What Each Program Promises, and the Materials That Deliver It
Every material in the baseline worksheet belongs to one of six material capability sets. Each set pairs a program standard — the service the Red Cross promises to deliver — with a capability: the quantity of materials a region holds so it can deliver that standard. Feeding is split into two sets: shelter feeding and community feeding from Emergency Response Vehicles. The Regional Input Workspace asks each region to agree or disagree with each set, suggest items to add, and challenge any individual supply level. The 2026-08-09 worksheet expands the DAT block to eight items: Water (DAT - 6) and Snacks (DAT - 7) join per the program standard, and Client Assistance Cards return as DAT - 8 (0.5 per DAT event) despite the source document's note that CAC sits outside the standard table pending CIMS/Finance alignment.

Road to Recovery Booklets are driven by the new DAT Cases parameter (1.4 cases per event, computed once); the worksheet's 1.4 factor is already baked into that parameter.

The shared kitchen accessories are no longer shared: the 2026-08-09 worksheet carries separate per-set copies (shelter-feeding spoodles F-16..F-21 at 0.33 per Cambro; community-feeding copies F-26..F-32 at 1 per ERV).

Authority defect: the worksheet assigns code F-33 to two rows (cambro liners per Cambro, and hair nets per site). NHQ fixed this in the 2026-09-11 worksheet: cambro liners are now F-36 and hair nets take F-33 (hair nets were carried as internal code F-33B before that).

The 2026-08-09 worksheet misspelled the capability label 'Shelter Feeing'; fixed by NHQ on 2026-09-11.

Clamshells (F-3), banquet packs (F-1), gloves (F-13/F-14), and hair nets (F-15) are the per-ERV copies; their shelter-side counterparts live in Sheltering and Shelter Feeding.
